Nope, I downloaded from:

I'm under Windows (Vista x64) and sadly I don't know (yet) how to compile
sources or apply patches. I'm planning to learn C & C++ during 2011...

Why is this option available through a patch? IMHO this should be available
in ffmpeg2theora "out of the box" as in previous versions.
