This is quite annoying! I'm using 13.10 and I just tried to safely remove a Samsung 1TB external drive (USB3.0 device plugged into USB3.0 port) but it kept remounting. I tried it this way as well:
and that also remounted except it took a few seconds longer.
Here is my USB hardware info:

sudo udisks --detach /dev/sde1
