My laptop is an older machine:
00:04.0 USB controller: NVIDIA Corporation MCP79 OHCI USB 1.1 Controller (rev b1)

This bug affects me.
The USB/External drive remounts almost immediately after Safely Remove, but will properly unmount and stay unmounted after the second Safely Remove.
