I had the same problem on an old laptop with Ubuntu 12.04.1 x86.

Thanks to Коренберг Марк, the problem was solved ! (#107)

$ sudo apt-get install dconf-tools
$ dconf-editor
$ Go to org.gnome.settings-daemon.peripherals.keyboard
$ uncheck "remember-numlock-state" checkbox
