As mentioned in the debian report, this is more an ease-of-use decision than anything else. The coverart display is basically useless without an internet source (unless the user's collection is thoroughly filled with embedded covers or local cover files), and the cover display is used significantly in several places in the UI, so having it work automatically leads to a much better user experience. Furthermore, disabling the access is trivial - just disable the offending plugins. While some users might be embarrassed by it being shown they listen to Rebecca Black or something, that's not really a big enough concern to override the improved out-of-box experienced leaving it enabled allows, IMO.

I'll leave this bug open for the moment though, since I'd like to get more than just my opinion on here.
