Fixed in r4467.

Along with fixing this, I've also changed the panels to use a provider now. This change introduces breakage for any plugins that may have used the previous API (add_panel/remove_panel) to add panels to the UI. All plugins that are in the exaile source tree should be fixed, external plugin authors will need to update for 3.4.
