I tested in a 3.6.5 system with Concerto data & I can't reproduce this at all from Item Status List View.
I do see what Terran reported in Item Status Detail View, where "Add to Record Bucket" fails silently (as in, doesn't even offer the "Add to Record Bucket" modal) with the following console message:
