Wishlist: add error msg when searching by ID

Bug Description

Scenario:
In the staff client, Cataloging -> Retrieve record by Record ID
Enter a non-valid ID number
Instead of getting an error alert, you get a blank record loading screen in OPAC view

Could an error message (ie: XYZ not found) be added?

Forwarding bug details from a newer report by paxed on the same issue:

Staff client -> Cataloging -> Retrieve Title via database ID -> Enter a non-existent ID.

If you entered a numeric value, EG will pop up a javascript error "Error in bib_brief_overlay(blahblah): TypeError: params.mvr.doc_id is not a function

If you enter "123xxx", you get a "Bad Request"

If you enter "xxx" or a negative number, you'll get the results page, but with no data. No errors either.

Ideally this should pop up a window "foo not found", like what Retrieve title by TCN does.

Also affects 3.0.0 web client. The behavior is similar to Paxed's description in comment #2:

- Search nonexistent numerical ID:

    JS Console shows "Can't call method "marc" on an undefined value at /usr/local/share/perl/5.14.2/OpenILS/Application/Cat.pm line 512."

- Search "123xxx":

    "Bad Request" error

- Search "xxx" or negative number:

    JS Console shows several PCRUD errors.

Confirmed still loads an incomplete catalog page rather than showing an error in web staff client 3.2.3.

This is still present in 3.6. When searching for a nonexistent bib record id, the user is still presented with an incomplete and/or empty full record page.

Spoke with Michele and it looks like a slight difference between servers, as this one is now working in master.
