As of 3.11.5, there is no way to add Notes or Blocks to a group of patrons in the staff client. It is not an option in User Buckets.
PaILS libraries has a few work flows where being able to add Notes, Alerts, and Blocks via User Buckets would be very helpful to library front line staff.
