Docs: Behavior for barred patron accounts needs to be updated

Bug Description
Creating this bug for myself to update, but if anyone wants to grab it, feel free!
Under the Blocked vs. Barred section the documentation states, "The check-out functionality is disabled for barred patrons (NO option to override – the checkout window is unusable and the bar must be removed from the account before the patron is able to checkout items)."
This needs to be updated to reflect the current functionality: When a user is barred, the Check Out tab is not disabled; instead, upon checking out an item, an alert appears to override the PATRON_BARRED event, and it does allow the override. (I don't see an .override perm for PATRON_BARRED but will see what perm is needed for this.)
The behavior described in the docs is the case when a patron is Inactive, so a short paragraph about Inactive accounts could be added as well.

Confirmed the permission needed to override the checkout alert is PATRON_ BARRED. override, but this permission is currently missing in the seed data. I was able to override the event on the 3.12 demo server, I think, because of the EVERYTHING permission. Submitted separate bug: https:/ /bugs.launchpad .net/evergreen/ +bug/2062023
