PATRON_BARRED.override permission missing in seed data

When attempting to check out an item on a barred account, a pop-up appears with the option to override the PATRON_BARRED event. When trying to force the checkout, a permissions alert "Permission Denied: PATRON_BARRED.override" appears, but PATRON_BARRED.override is not available in the permissions list to assign. I think this is another case of a missing permission in the seed data.
