Record Notes - VIEW_USER required at global level

I am only able to edit record notes if I am logged in as the primary admin user (id = 1).

Assigning UPDATE_RECORD_NOTE to another staff person will not allow them to edit notes, even if they created them. The modal will not even load all of the data.

Actually, I'm only seeing this on a test server running current main with the patch for https://bugs.launchpad.net/evergreen/+bug/1991103 so I'm not sure yet if it's a bug newer than 3.12 or if it's a problem on my test server.

After further digging, the problem occurs when VIEW_USER is not set at the global (0) level for the staff user. If the staff user has VIEW_USER at a system or branch level, the interface breaks.
