I rarely use the Cash Reports interface so I may not understand the request, but isn't the table shown in that interface only showing totals, not individual payment details? It's not clear to me how adding billing types and billing notes would be feasible, particularly when payments do not always have a 1:1 relationship to bills. (Ie, a single payment can be applied to multiple bills at once, or even multiple partial bills at once.)

I've always viewed Cash Reports as an easy way to make sure that the cash register's cash & check amounts match the cash register at the end of the day, but for anything more than that I use reports.
