Bug Description
We would love a new flag on the Billing Type to be able to control whether or not the Note field was required when manually creating a new bill.
Use case - we have a "Miscellaneous" billing type for random things, and we'd like to ensure that staff enter a description when using it. Otherwise, it is problematic for collecting payments and for auditing.
