Bug Description
It would be great if there were a library setting that would force circ staff to include a note when they create grocery bills. These bills are very vague and hard to troubleshoot unless the creator of the bill adds details in this field.

I agree that adding notes help to make the manually applied bills much easier to troubleshoot and to interact with patrons wanting details regarding the fine(s).
