Bug Description

The OPAC does not use semantic HTML5 document section tags or their equivalent ARIA roles. The pages should be marked up using <header>, <footer>, <main>, <nav>, etc. to allow screen reader users to skip around to the various sections of the page using their software's built-in navigation tools.
