Inaccurate headings in search results page

Bug Description
As reported in bug 1965985, the search results page places the actual results really far down in the DOM. There is no skip nav link or landmark region to allow a screen reader user to skip down to the results.
The page does have a heading structure, but it lies! There are three headings that seem like they might contain search results:
* H2: Search Results
* H3: Catalog Search
* H3: Search Results List
None of them actually take you to the search results! The first two take you to the search box. The third takes you to the pagination *after* the search results.
We should have fewer redundant-sounding headings, and have one that is actually placed at the beginning of the search results on this page.
