Comment 18 for bug 2039609

Checked out today during code review. There are a couple of nav components merge conflicts. Which we resolved (hopefully). We found the combo box duplicate "Paper" listing to be consistent with combobox everywhere.

I've created a branch with my sign-offs as well as the nav components merge resolution and linter.
