Default Phone Number and SMS Number example and regex

It would be helpful to have library settings to display an example and set a regex for the User Setting > Default Phone Number and Default SMS/Text Number fields, same as for the day, evening, and other phone numbers.

This is particularly important for the SMS number, since it needs to be entered with out spaces or extra characters.

I didn't mark this confirmed because I'm from Lindsay's system.

Adds new library settings to display an example or perform regex validation for the default and SMS phone fields on the patron registration and edit interfaces.

I was also going to let these fallback to the generic "Regex/Example for phone fields on patron registration" but as that could conceivably be a breaking change where systems could have many records where phone numbers would need to be updated when, say, updating expire dates for patrons, I thought maybe that should be another bug and not hold this up.

I sign off on this! It does appear as long as SMS features are enabled and an example is put into the library setting that's added.
