wishlist: create org unit setting - example for sms / text number in patron registration

v.3.3.3

It would be very helpful to have an Org Unit / Library Setting "Example for SMS/Text Number field on patron registration" comparable to the settings for "Example for day_phone field on patron registration" etc.

The SMS number format is different than all other "phone" number formats, and the wrong format prevents SMS notifications from being delivered, this would be a benefit to staff.
