Add option to disable or hide Patron View in the staff catalog

Bug Description

For libraries moving to third party discovery layers, the "Patron View" is not actually the patron view.

This causes a lot of confusion for staff, and it would be very helpful to have the ability to hide the Patron View tab in the staff catalog > title details interface entirely.

Or, being really pie in the sky, it would be amazing if there were some way configure Patron View to open the discovery layer page for the title, to show the actual patron view.

This is related to another report - https://bugs.launchpad.net/evergreen/+bug/2018323 - where item notes and tags are only easily accessible from Patron View.

The "Patron View" also isn't actually the patron view for libraries that use the Evergreen OPAC and have individual skins rather than use a consortial OPAC.
