Angular Staff Catalog: Incorporate Shelving Location Groups in Org Unit Selector

This is an offshoot from bug 1861701 to restore the ability to select Shelving Location Groups in the Org Unit Selector of the Angular Staff Catalog.

Several comments on the bug voice support, and there is precedent for having shelving location groups appear in the org unit selector in the angular catalog as they did in the TPAC, Traditional Staff Catalog, and now do in the Bootstrap OPAC.

One proposed approach from comment #18 on the original bug:

"is the solution just to create a combo org / copy location group select component, display it everywhere in the staff catalog, and any time it's not supported for a certain API, ignore it / treat it like a plain org unit filter?"

This is a good plan. It is a design our library staff have used in past staff catalogs and will be welcome.
