Bug Description
EG 3.9.1
When making an edit to an Org Unit Proximity Adjustment, if you populate a field (for instance Item Owning Lib) and then decide you don't want a value in that field after you've already saved, if you open up the adjustment and delete the field value and save the adjustment with a blank field, the value stays.
(Workaround: just delete the Adjustment and make a new one, but functionally it should allow you to save with a updated empty field value)

I'm wondering if this would be solved with the fix in bug https:/ /bugs.launchpad .net/evergreen/ +bug/1999804 (or maybe was happening because the permission wasn't in the schema? Though I couldn't do anything in the interface before the permission was available). I just tested on a 3.11 community server with the patch installed, and when I deleted values, those changes carried through upon saving.
