Yes, those new functions are bugged if they don't work with the EVERYTHING permission.
I agree with Terran that no library staff should have this permission, and neither should the majority of consortial staff. You might want to grant it to one or two global admins for a consortium, or you can use if non-person accounts that are used to run special clean up jobs that might need to do things out of the ordinary via the API code. You can also get by without ever assigning it to anyone.
