Wrong error message displayed when hold blocked because of pickup location

Bug Description

When staff try to place a hold in the staff client and the hold is prohibited based on the pickup location the message that displays reads "item not holdable". The message should say "item is not holdable at this pickup location" or something to that effect. It is important that these messages be accurate as the confusion that result from an inaccurate message can lead to poor customer service and staff frustration.

I think this issue may be resolved in the fix for https://bugs.launchpad.net/evergreen/+bug/1477154, which immediately alerts the patron if the selected library is not a pickup location and disallows the patron to click Submit if this is the case.

It sounds like this is referring to error messages that would display in the staff client, not the OPAC. The fix for https://bugs.launchpad.net/evergreen/+bug/1477154 would fix holds placed by patrons, not by staff.

In the staff client, I'm not getting an error message at all when trying to place a hold with a pickup location that has 'OPAC: Org Unit is not a hold pickup library' set to true.
The hold is successfully placed.
Seems like its own bug that is also not this bug.
