cannot edit circulation modifers to change name and/or code

When editing a circulation modifier, edits to the Name and Code fields does not save. On clicking save, the toast confirms "Circulation Modifier Update Succeeded" but no change is saved.

This happens whether or not the circ mod is attached to item records or not.

It would be extremely helpful for data clean up projects if circ mod names and codes could be edited, and the change affect all item records coded with the circ mod.

Barring that, the fields should not allow the text to be changed and clicking Save should not indicate success.

Sounds like it might suffer from the same affliction as bug 1808012.

Sounds like it, yes. The Code value is the primary key. It would certainly be preferable that circ mods have actual database ids rather than a text pk.

+1 that the pk should be a database id rather than the code. I swore I remembered another one about this same issue and I found it--bug 1860474. Bill has more details in that bug about possible solutions.
