Bug Description
In 3.9.1, when clicking on a Report Documentation URL in the template folder, the link will direct you to the correct URL.
If you click on the Report documentation URL in the 'Create report' screen, the URL is the one for the reporter.

I can confirm Elizabeth's findings:
--In the EG Reporter I selected a report template
--Then selected "Create a new report from selected template" and "Submit"
--That action displayed a screen like that in Elizabeth's screenshot
--When I selected the "Template Documentation URL" I was directed to the report screen shown in my attached screenshot
