The option "Transfer Title Holds" in the Record Bucket actions menu will transfer all titles holds.

There should be a way to restrict the transfer to just those title holds where the pickup library matches the workstation or the user's working locations.

Another option would be to have a separate permission that control transferring title holds through the record bucket so the option could be granted only to those who should be transferring title holds for an entire consortium while still allowing other users the more granular title hold transfers through View Holds in the staff catalogue.
