What Andrea says is true -- there may be corner cases with old templates that we can't work around -- but for your specific issue, Galen was able to spot the fix. Far-past-me had anticipated the need to ignore previously-run reports, but nearer-past-me did not make use of that option. He saw and connected those dots. I've included a version of his change in a new branch, rebased to main and squashed to a minimal set of commits.
