"Hold is behind Circ Desk" checkbox has disappeared from the patron account form

The "Hold is behind Circ Desk" checkbox has disappeared from the patron registration and patron edit forms. It is present in 3.7 though the information didn't appear in the patron summary - https://bugs.launchpad.net/evergreen/+bug/1786545.

The associated library setting "Behind Desk Pickup Supported" still exists but doesn't appear to do anything anymore. When set to true no options for this appear in the TPAC (3.7) or BOOPAC (3.9).

If this feature is no longer needed the library setting should be removed as well.

I just tested in master and the option still exists in the edit/registration screens within the User Settings fields. So I can't confirm for 3.9.

We are in 3.7 and we use this feature for our drive-thru windows. So if they have disappeared from the edit screens, a fix that would makes them an option in the edit/registration screens be preferable.

When this option is set in the patron record a boolean flag is set in the hold_request table for each hold.

There is a variable in the Hold Shelf Slip print template, hold.behind_desk, that can be used to distinguish between behind_desk and not, and within the patron record the column appears in the Holds screen.

Tested in 3.10 and could not reproduce the issue. When I set the 'Behind Desk Pickup Supported' setting to true, I was able to see the 'Hold is behind Circ Desk' checkbox in the patron registration and edit screens. I also confirmed hold slips stated the item should be routed to the 'Private Holds Shelf' if that option was checked. When updating the library setting values, I did have to log out and log back in to see the new value carry through.
