3.9 Simple Reporter only showing Common Field headers

I've seen this now on two 3.9 installs straight from the tarbell.

In the Simple Reports interface, it's listing all the Display Field headers as "Common Fields" rather than

Common Fields
Item Fields
Patron Fields
Call Number and Title Fields

The fields it displays when you click on each Common Fields is correct, just the main title display field title is just showing Common Fields for every section.

Can confirm this is happening with our 3.9 test server instance.

The addition of new tags in the IDL means that the translation tools need to be taught how to deal with them. What happened here is that all of the new field group tags were given the same HTML Entity name: None, so whichever happened to hit the translation file first was used everywhere. Oops. This explains why this issue never appeared on test systems, they rarely have any translation steps run.
