Misleading message when Internet Only patron tries to place hold or checkout item

My library uses the permission group Internet Only to allow patrons to access only downloadable resources and databases. When an Internet Only patron tries to place a hold, the hold fails with the message, "Item not holdable." When an IO patrons tries to check out an item, the checkout fails with the message, "Target copy is not allowed to circulate."
Both of these messages are false. The items are holdable and circulate. It is the patron who isn't allowed to place holds or checkout items. Staff are confused by the false messages.
We would like the messages to reflect what is really happening. Something like, "Patron lacks necessary permission for this function."

We don't use the Internet Only permission group, so I haven't seen this exactly, but I have run into many misleading error messages much like the ones described here. They can cause confusion for sure.
