Bug Description
Evergreen 3.8, Bootstrap OPAC:
This may be acting as intended, but patron-visible notes that have been archived still appear in the OPAC to the patron, and are still counted in the unread messages number. They are still able to be marked Deleted by the patron as well, which hides them from view in the staff client.
My original view was that the Archived status was to allow staff to keep messages for their own future reference even if the patron deleted them from their OPAC view. But, it doesn't really seem to function this way.

I think that archiving a note should make it non-patron visible, or at least retain a copy of the note in the staff interface even if it is deleted by the patron.
Some kind of flag, like "patron deleted", would be helpful in that scenario.
