FWIW, I submitted a bug report for the duplicate cat templates settings locations: https://bugs.launchpad.net/evergreen/+bug/1948709

This also poses a problem in earlier versions (I found this in 3.6), where staff access Evergreen through VDI environments, so "in browser prefs" are very problematic alone, and dueling settings storage cause a number of retrieval issues.
