Claims Returned Item with Fines Still Appears under Other/Special Circulations When Returned

Ideally, the item would not appear under items out since it has been checked in. The behavior should be similar to regular items with overdue fines (as in, the fine should stay on the record, but the item should be removed from Items Out).

Steps to replicate:

1) Check out an item to a patron
2) Add a billing to the item
3) Mark item claims returned
4) Check in item
5) Observe that the item is still in Items Out under Other/Special Circulations.

I came across the library setting "Items Out Claims Returned display setting" with the following description: Value is a numeric code, describing: A. In which tab ("Items Checked Out", or "Other/Special Circulations") the circulation should appear while checked out, and B. Whether the circulation should continue to appear in the "Other" tab when checked in with outstanding fines. 1 = (A) "Items", (B) "Other". 2 = (A) "Other", (B) "Other". 5 = (A) "Items", (B) do not display. 6 = (A) "Other", (B) do not display.

On 3.10, I tested the scenario in the bug description, and after changing the library setting value to 6, the item no longer displayed in Other/Special Circulations once the item was checked in.

Changing the setting to this value also removed claims returned items that had been checked out before being checked in, the issue outlined in https://bugs.launchpad.net/evergreen/+bug/2015886.
