007 wizard strips values from existing field

Bug Description
In ver. 3.6.1
When editing an existing 007 field using the 007 wizard in MARC edit, values are removed from the field after one is edited. See attached for screenshots.
Users have to re-enter values stripped from the field.
Note that this does not occur when using the 007 wizard when editing a record in the Z39.50 interface.
