catalog search filters do not work in staff catalog

Bug Description

Search filters in the staff client Catalog Keyword Search are not working as expected. Particularly, searching by shelving location or “All Copy Locations”.

From our discussion on the list, the primary issue is not that the filters don't work, but rather staff client searches return empty bibs in most searches so that catalogers can find bibs that might match searches.

While cleaning up empty bibs (bibs with no holdings attached) would help the specific library have cleaner search returns, the consensus was that a check box to exclude empty bibs as well as search weighting that would put bibs with items at the top of the returns.

It may also be advantageous when a specific shelving location is selected for a search, particularly if we could again search with this filter with no value in the search boxes, that the search doesn't return empty bibs.

Sitka sites are seeing this, we are trying to figure out which filter is not working.
An example convoluted search is
3 keyword "ocean" or "sea" or "beach" . So three rows , using or.
limits are:
search specific library org unit
exclude electronic
limit to available
one shelving location
two audience filters.

Consistent results in angular staff catalogue are Sitka wide , with items attached. 12,000 plus bibs. Note, we are not seeing just empty bibs (we clean them up regularly), these are incorrectly scoped results, consortia wide.

We can go to the traditional staff catalogue and get 24 results from the one library's shelving location, with all the expected attributes.

We will monitor and update, and want to add some heat here.

Note Sitka is on 3.7.

Some further testing in new staff catalogue, with various combinations of keyword , operators, and limiters used in prior tests, seems to indicate Sitka's Evergreen can handle it all up to the third keyword.

What I see is two or one keywords input, using OR or AND, and any combination of shelving location, audience, available or not, exclude e records or not, I get correct results scoped to the org unit of choice.

As soon as I add a third keyword, searching only one org unit, either operator, and either no further limiters or all or few, the search scope is Sitka wide.

We are on 3.6.3.

I'm not sure if this belongs here or if it should be a separate bug.

We've found that if a search filter is used, it does not stay highlighted when performing a subsequent search but still remain active.

Steps to replicate:
-Perform a search using an advanced search filter in the Angular catalog (such as a search with "Serial" selected from the Bib Level box)
-Open a bib record from the results
-Return to the search form by either going "Back to Results" or selecting "Show Search Form"
-The options selected in the advanced search filter boxes will not be highlighted. However, they are still selected for a subsequent search.

We are still seeing issues with search filters not working in the staff catalogue on 3.9.0.

A search that includes multiple keywords using OR, audience filters, shelving location filter, limit to available, exclude electronic resources, and is scoped to a particular library is returning results for our entire consortium instead of the search library.

Same search works in our library scoped BOOPAC.
