Library Setting "Format Date+Time with this pattern" not honored in Angular interfaces

(I swear I thought this was already a bug, so I apologize if LP search let me down yet again)

There are several Format Date and/or Time YAOUS - 4 at my current count - and the "Format Date+Time with this pattern" one is pretty consistently ignored in Angular grids.

As a related but probably separate issue, unused settings should be deprecated (or relabelled, if some are still in use in Dojo interfaces).

Thanks Erica - I was probably thinking of that bug (or bug 1826012 which is also noted as related), but this one is a little different so I'll let it stand unless someone else thinks they should be merged.

Clearly some kind of comprehensive review, relabeling, and (if needed) deprecation is called for with the various Format Date and/or Time YAOUSen.
