OPAC: Cancel and Continue buttons on place hold page broken

In current master/3.6.2: In the Bootstrap OPAC when placing a hold, the "Cancel" button on the place holds page (place_holds.tt2) and both the "Cancel" and "Back to Search" buttons on the results page (place_hold_results.tt2) are creating links that aren't handling the ampersands correctly (&). For example:

/eg/opac/results?query=harry%20potter&qtype=keyword&locg=1&detail_record_view=0

This may be related to the problems identified in
