Angular staff catalog: patron view doesn't show serials issues held

Bug Description

3.6 test server using concerto, with a subscription & serials holdings added to a record

To reproduce:

1) from Angular Staff Catalog, search for a record with serials holdings
2) click on Patron View to see the public catalog display (in the case of my test server, this is TPAC)
3) scroll to find the "Issues Held" partition near the bottom
4) this is not clickable / expandable to show the serials holdings

Noting that if you search & retrieve the same record via the traditional staff catalog, and select OPAC View, "Issues Held" is clickable and will expand to show the expected serials holdings.

Confirmed in version 3.6 and 3.7. There may be a separate bug for this issue, but noting that I also could not click and expand "Awards [ . . . ]" "Shelf Browser" or "MARC Record"

Would this be related to bug #1850542? Our staff would really like useable links on the patron view tab.

Noting that this appears to be addressed in current master (3.8-beta) since that uses the BOOPAC as well as the new Patron View button, which opens the full OPAC in another browser tab. I was able to see Issues Held with no problem.
