Angular Staff Catalog does not observe Custom Org Unit Trees global flag

In the traditional catalog, Custom Org Unit Trees as configured in Server Administration are used in the org unit selector.

The angular catalog org unit selector needs to also observe Custom Org Unit Trees.

Our consortia members would also find it more user friendly to be able to hide a few levels in the staff catalog holdings view.

The following discussion on IRC clarified some of the issues with the org unit display in the Angular Staff Catalog:

The staff catalog does not look at the following system configs:

- Custom Org Unit Trees
- "Org Units Do Not Inherit Visibility" global flag

Teaching the Angular catalog to respect these options would better align the org unit display with the expectations of staff users.

Agreed that this is something that is currently problematic with the staff catalog and this fix/enhancement would be very beneficial for our member libraries.

I've updated the title and description of this bug to remove references to the 'Org Units Do Not Inherit Visibilty' global flag.

The issue of the Angular Staff Catalog not observing the 'Org Units Do Not Inherit Visibility' global flag is being addressed in bug 2063849.
