Item Tags should be linked to Item Tag Types owned by the same system

Bug Description

EG 3-6-0

When creating or editing an item tag using the Item Tag record editor (Administration-->Local Administration-->Item Tags), it is possible to associate the tag with an item tag type owned by a different system.

Note: This can also be done when creating an item tag "on the fly" in the holdings editor.

The result is an item tag owned by one system linked to an item tag type owned by a different system.

The first part of this bug report is still true in EG 3-8.

But, I am no longer seeing the problem where one can create an item tag on the fly in the holdings editor and can associate that tag with a tag type owned by a different system.

Confirmed you can still associate a item tag (via local admin) with an item tag type that does not belong to your library in 3.9.1.

Also, confirming that you can no longer link an item tag created on the fly in the holdings editor to an item tag type that belongs to another library.

Confirming that it is still possible to associated an item tag with an item tag type owned by a different system using Local Administration --> Item Tags Configuration.
