Owner for item tag and item tag type should default to workstation location

When creating a new copy tag or a new copy tag type, the owner should default to the workstation location as we do with most other admin interfaces. Current behavior is for the interface to load with an empty value in the dropdown menu.

Additionally, only those org units relating to the user's permissions should display on the dropdown menu. Currently, all org units display on the menu and it is possible to select an unrelated org unit and to create a new tag type for that org unit.

On a related note: It is possible to select a different org unit as the owner of a copy tag type that you created for your own org unit. Once you give ownership to a different org unit, it is not possible to edit the owner again.

To recreate:

Create a new copy tag type and assign your org unit as the owner
Select the copy tag type
Select "Edit" from the "Actions" menu
Edit the owner and select "Save"

Next, select the copy tag type again
Select "Edit" from the "Actions" menu
Select your own org unit and select "Save"
The change is not saved

I'm not sure if this should be separate bug report, since if this bug was fixed, this problem would not occur.

As of Evergreen 3-6-0, the "owner" of item tag types and item tags does not default to the workstation location. However, when creating or editing item tags or item item tag types, it is no longer possible to assign ownership to a org unit different from the workstation location.

We're still experiencing this in 3.9, and it's actually slowing down the cataloging workflow.
