Carousel modal loading issues on large systems

In a large production environment, the form modal to create/edit a carousel will not load at all, so the only way carousels can be created is directly in the database.

Much of this is likely due to bug 1851884.

Another bug which may or may not be relevant is bug 1754164.

There may also be an issue with the process checking bucket permissions for all buckets rather than just relevant buckets - note from previous omnibus bug:

"From what we are seeing in the logs, it appears that for each bucket in the database, it checks 1) whether you have ADMIN_BIB_BUCKET at all 2) whether you have CREATE_BIB_BUCKET at all 3) whether you have ADMIN_BIB_BUCKET for that bucket and 4) whether you have CREATE_BIB_BUCKET for that bucket.

Multiply that by the 91,739 buckets in the PINES database to see what a burden this is - it should only really be doing perm checks on the 2 buckets that we have configured as carousels."

We ran into this with our test system using production data. The Form modal finally did appear if you just waited.

The form modal sometimes appears after several minutes on our test server that has production data, but it will not appear at all on a production server.

It's slow loading on our system, slow enough that people think something is wrong and may just give up.

This is still a problem for us on 3.6.1 as well.

PaILS/SPARK did not see this issue on 3.3, however, we are now seeing it on our 3.6 test system. It takes almost a full 30 seconds.

After it loads the first time, it loads at normal speed during the time I am in the configuration page. Once I navigate away it has to start over and loads slowly again.

We're seeing the same modal loading issues with EDI Messages in 3.7 and 3.8 - https://bugs.launchpad.net/evergreen/+bug/1958186 so this may be more of an overall modal loading issue than specific to certain interfaces.

Noting that the fix for bug 1851884 I just submitted appears to resolve this.
