Privacy Waiver should display more prominently on patron sidebar

Bug Description
Libraries can enable the Privacy Waiver function which allows patrons to designate who can use their account by setting the library setting circ.privacy_waiver to TRUE.
For libraries that have enabled this, it's important that the information is easily visible to circulation staff.
This could be accomplished by moving the "Allow others to use my account" info to the section that shows the patron's circulation status in the sidebar.
