Hmm, I think the patch could lead to cases where a patron is given an option to register with an opt-in setting that doesn't actually apply to their library. Consider a consortium where one system has email checkout receipts enabled but another does not, but all branches allow patron self-registration. As near as I can tell, with the patch, in that scenario the opt-in setting would always show up on the form, even if the patron is registering for a branch that doesn't enable the setting.
