Comment 82 for bug 1888723

As all of the feedback appears to have been addressed (except for Ruth's #81, for which I'll open a separate bug) I've merged this to master, along with a follow-up to eg-item-location-select to make contextOrgId be mutable for the sake of the new distribution formulas interface. That may also be useful as a follow-up to the volcopy editor, e.g., to make changes to the owning library (or circ library?) update the list of valid shelving locations.
