I'm not a fan of the 'Apply' button in the case of editing single items and suggest some experimentation to see if the multi-item and subset-of-multi-item could do without it, but in any event, if it does get retained in whole or in part, I think there's a related UI issue to deal with.

Specifically, if a change has been made to a field but not applied, currently the volume/copy editor will let you hit the save button and silently discard any unapplied changes to a fields. Either dirty-but-unapplied fields should stop the form from submitting, or they should be automatically applied when the form is submitted.
