I'm not sure if it's my testing, the limited data, or a problem with the circulation policies code but my circulation policy with an attached limit set isn't applying the limit at check out.

Because circulation and circ policies are such a critical piece of Evergreen and the concerto dataset is limited and doesn't reflect the complex permission and org unit structures some of us have, once the issues with linked circ limit sets are fixed I think we need at least a couple consortia to test this with their own data before it gets signed off.
