Comment 8 for bug 1851681

We checked with our consortium admin about opac/parts/place_hold.tt2 a while back, and at first I wasn't sure (because the problem was always intermittent), and then this sort of slipped off my radar; but the tag change just brought my attention back to it, and I don't think I've seen the issue since, certainly not recently, so that was probably the issue.
